What is Measure PH?
We’re blessed to live next to some of the most beautiful lands in Southern California, where you can share a view with our native deer, coyotes, and owls overlooking the city lights of Los Angeles. This isn’t just where our endangered wildlife is sheltered – this is where our communities find belonging, between the stars and sunsets of our trails.
But if we are to preserve our precious natural spaces for current and future generations - we must pass Measure PH. Measure PH helps protect our property values, safeguard the specialness of our area, and ensure a safer future for our community for all future generations.
Why do we need Measure PH?
Managing about 3,900 acres of public open space, including Hacienda Hills, Turnbull Canyon, Sycamore Canyon, Hellman Park, Arroyo Pescadero, and Powder Canyon, the Habitat Authority offers vital environmental and community benefits by preventing wildfires and preserving natural habitats. However, severe budget cuts jeopardize our ability to maintain these lands and protect our hills.
As evidenced by the Sycamore/ Spyglass Fire, Colima Fires, and fires in La Habra Heights near the Skyline/ Schabarum Trail and Punta del Este, wildfire season can be year-round in our area—threatening our communities and the wildlife that call the hills home. Measure PH provides funding to remove hazardous feels, dead trees and dried brush and help prevent fires.
How will Measure PH benefit our community?

Where is Puente Hills Habitat Preservation Authority?
The Puente Hills Habitat Preservation Authority (“the Habitat Authority”) manages approximately 3,886 acres of public open space, the Puente Hills Preserve, which includes Turnbull Canyon, Hacienda Hills, Sycamore Canyon, Hellman Park, Arroyo Pescadero and Powder Canyon. The Habitat Authority works to assist with wildfire preparedness efforts and emergency response in its service area and contracts with three Rangers who provide patrol services.
How much would Measure PH cost?
Measure PH would cost the typical homeowner in our area less than $20 a year to help protect our hills and natural habitat for generations to come.
What are the boundaries of Measure PH and the Community Facilities District?
The Measure PH Community Facilities District (CFD) boundary includes the entirety of the cities of Whittier and La Habra Heights, as well as part of the communities of Hacienda Heights, Rowland Heights, and Workman Mill. Who can vote on Measure PH?
All registered voters who live in the CFD district would be eligible to vote on Measure PH.
How many votes does Measure PH need to pass?
We need 66.7% of the voters who cast a ballot this November to vote YES for Measure PH to pass. Every vote will matter in this critical election, so please be sure to vote, get involved and help spread the word!
How can I vote YES on PH?
Whether or not you typically vote at the polls, all voters will be mailed a ballot in this election the week of October 7. Once you receive your ballot, make sure you find Measure PH and vote YES, sign and seal the envelope and mail it back right away. No postage is required.
Vote sites will be open for early in-person voting and polling places will also be open on Election Day. Every vote counts for Measure PH so make sure you cast your ballot!
